The Future of EU Development Policy

The workshop will review and discuss some of the current issues facing the EU in its evolving development policy.

These may include :-

  1. Trade negotiations – The negotiations of the EPAs for the ACP group : the WTO negotiations; the future of the remaining commodity protocols.
  1. The role of ECHO.
  1. The relationship between EU foreign and security policy and development objectives.
  1. The implications of the organisational structure of the Commission (ie the future of DG DEV and EuropeAid) and the draft constitution for development “interests”.
  1. Budgetisation of the EDF.
  1. The success of the administrative reform agenda – Country Strategy papers and deconcentration.
  1. The enhanced role of “civil society”.
  1. The success in addressing the “cross cutting” themes of gender equality, environment and good governance/rule of law.
  1. “Ownership” and participation in national aid programmes.

The precise focus will depend upon the review provided by the discussants.
