Social Protection for Development: The Way Forward

From our perspective, we took
the opportunity to launch a social protection for development DSA
Study Group and hope the discussion sets out an agenda for the Group.
We have indicated below a set
of proposed issues to cover in the Session, and a panel list.
Issues
for discussion:
- There
is an emerging consensus around the view that social protection
constitutes an effective response to poverty and inequality in
developing countries. Is this justified?
- What
are the implications of the adoption of social protection for
development aid?
- What
is the role of GOs, NGOs, and the private sector in producing
social protection?
- How
far are social protection policies able to overcome gender, age,
class and ethnic divisions?
- What
should be the research and policy agenda for taking forward social
protection in poorer developing countries?
- How
best to facilitate linking research and policy in social protection.
