In the CDS, our understanding of development is that, first and foremost, it is about people. So, the focus is on human development. We also see it as a multidimensional process. It encompasses the economic, social, political, and cultural processes necessary for bringing about structural and institutional transformations of entire societies in a manner that will best bring the fruits of progress to the broadest segments of their populations. We can also describe it as the process of creating the conditions within which each person and all persons can realise their full potential as human beings. So, a 'developed' society must honour and protect the human rights of its people.
